The Illinois Bankers Association (IBA) is proud to announce the election of its 2026–2027 Board Chair, Executive Committee, and new members of the Board of Directors. These appointments reflect the Association’s continued commitment to strong leadership and advocacy on behalf of Illinois banks.

The new Board of Directors was officially elected during the IBA’s 2026 Washington Visit and Salute to Leadership, held this June in Washington, D.C.

"We are honored to welcome these outstanding banking leaders to the IBA Board of Directors and Executive Committee," said David Boulay, President and CEO of the Illinois Bankers Association. "Their experience, leadership and commitment to Illinois banking will help advance our mission of delivering for all Illinois banks what they cannot do alone. Together, we will continue strengthening our industry, advocating for our members and supporting the communities they serve." 

Megan Collins, EVP & President, Emerging Middle Market Banking at First Women’s Bank, has been elected Chair of the IBA Board for 2026–2027.

In addition to Collins' appointment, the following industry leaders will serve on the IBA Executive Committee:

  • Frank Pettaway, Chair-Elect – The Northern Trust Company
  • Courtney Olson, Vice Chair – First Bank Chicago
  • Amy Randolph, Treasurer – Busey Bank
  • T. J. Burge, Immediate Past Chair – Community Partners Savings Bank
  • Lawrence Horvath, At-Large Representative – Heartland Bank and Trust Company
  • Ted Macon, At-Large Representative – Farmers State Bank of Hoffman

The Illinois Bankers Association also welcomes the following newly elected members to its Board of Directors for the 2026–2027 term:

Richard "Dick" Anderson, Anderson State Bank
Richard D. "Dick" Anderson serves as President and COO of Anderson State Bank in Oneida, Illinois. A fourth-generation banker, he helps lead the community bank founded by his great-grandfather in 1876. After a successful career leading real estate, design and growth initiatives for national and international retail and restaurant companies, Anderson joined the bank full time in 2008. He lives in Dahinda, Illinois, with his wife, Jenni, and enjoys spending time with their three children and three grandchildren.

Matt Carr, First Mid Bank & Trust
Matt Carr serves as Division President for First Mid Bank & Trust in Champaign, Illinois, where he oversees commercial lending across northern Illinois, Indianapolis and southern Wisconsin. A member of the First Mid team since 2008, Carr holds finance and MBA degrees from the University of Illinois and Eastern Illinois University. He is actively involved in community organizations and enjoys golf and Illini athletics.

Steve Davis, American Community Bank & Trust
Steve Davis is Executive Vice President of Commercial Banking at American Community Bank & Trust, leading the bank's commercial banking growth throughout Chicagoland. His banking career spans more than three decades, beginning as an FDIC Safety and Soundness Examiner before advancing into executive leadership roles in community banking. Davis lives in Plainfield, Illinois, with his wife, Charlene.

Amanda Garnett, Morton Community Bank
Amanda Garnett is Chief Financial Officer and Chief Risk Officer at Morton Community Bank, where she oversees financial management, enterprise risk and strategic initiatives. Prior to joining the bank in 2020, she spent 15 years with CliftonLarsonAllen LLP, specializing in tax, audit and consulting services for financial institutions nationwide. Garnett resides in Washington, Illinois, with her husband, three children and two dogs.

Elizabeth Anne Khalil, CIBC Bank USA
Elizabeth Anne Khalil serves as Deputy General Counsel at CIBC Bank USA in Chicago. A nationally recognized leader in banking regulation, compliance and privacy, she previously served as a federal banking regulator with both the Office of the Comptroller of the Currency and the FDIC. Khalil is also the author of U.S. Financial Privacy and Data Security: A Practical Guide and has held numerous leadership positions within the legal community.

Ted Macon, Farmers State Bank of Hoffman – Newly Appointed to the Executive Committee
Ted Macon is President and CEO of Farmers State Bank of Hoffman and has spent his entire banking career with the institution, beginning as a part-time teller in 2006. Throughout his career, he has served in nearly every area of the bank before becoming President and CEO. Macon is a graduate of the IBA Future Leaders Alliance and the Graduate School of Banking at the University of Wisconsin-Madison. He remains actively involved in his community through educational, civic and charitable organizations. Macon resides in Carlyle, Illinois with his wife, Nichole and their two daughters.

Ryan Martz, Solutions Bank
Ryan Martz serves as President of Solutions Bank, where he has worked since joining as an intern during college. Over the past 16 years, he has advanced through a series of lending and executive leadership positions. Martz is actively involved in the Illinois Bankers Association, having served on several committees and boards, and remains engaged in his family's farming operation. He and his wife, Mackenzie, live in Polo, Illinois, with their three children.

Jenny Pietanza, Bank of America, N.A.
Jenny Pietanza is Senior Vice President and Business Banking Market Executive for Bank of America, leading business banking strategy and a team of relationship managers throughout the market. With nearly 30 years of banking experience, she has built a career centered on client relationships and business growth. Pietanza holds undergraduate and graduate degrees from Elmhurst University. Pietanza is a proud mother of 2 sons.  

Allen Shafer, First Bankers Trust Company, N.A.
Allen W. Shafer has served as President and CEO of First Bankers Trust Company, N.A., since 2016. With more than 30 years of banking experience, he previously held senior leadership positions with Great Western Bank and has led strategic growth initiatives throughout the Midwest while remaining actively involved in advancing the banking industry.

Josh Shofner, First National Bank and Trust Company
Josh Shofner has served as President of First National Bank and Trust Company since 2018 after joining the bank in 2000. During his tenure, the bank has experienced significant growth through strategic expansion and acquisitions. A graduate of the ABA Stonier Graduate School of Banking, Shofner is also an active community leader and currently serves on several nonprofit boards. In his free time, he enjoys traveling with his wife and daughter and completing home improvement projects.

Ashley Speed, Grundy Bank – Future Leaders Alliance non-voting member
Ashley Speed is Senior Vice President at Grundy Bank, where she oversees operations, liquidity, information technology, shareholder relations and human resources. She joined the bank in 2008 while attending Eastern Illinois University and has advanced through numerous leadership roles. Speed currently serves as Chair of the IBA Future Leaders Alliance Board and is a member of the ABA Emerging Leaders Council.

John A. "Jack" Vainisi, Forest Park Bank & Trust Company
Jack Vainisi serves as Chairman of the Board and Executive Vice President of Forest Park Bank & Trust Company. Since joining the bank in 1992, he has held leadership positions across every major area of the organization. Vainisi is also President of the Forest Park Chamber of Commerce and has dedicated his career to strengthening both community banking and the communities he serves.
